1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
1.2. The prescriptions of the RYA will apply.
1.3. The FFAI ranking system shall apply.
2.1. Notices to competitors will be posted on the official notice board located in the foyer of Carrickfergus Sailing Club.
3.1. Any change to the sailing instructions will be posted no later than 90 minutes prior to the scheduled start of the first race on the day it will take effect, except that any change to the schedule of races will be posted by 20:00 on the day before it will take effect.
4.1. Signals made ashore will be displayed on the flag pole in front of the club.
4.2. When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ in the race signal AP.
5.1. Dates of racing: Saturday 5th to Sunday 6th July
5.2. Number of races: 5
5.3. The scheduled time of the warning signal for the first race each day is 11:55 on Saturday and 10:55 on Sunday.
5.4. No warning signal will be made after 16:30 on Saturday and 15:00 on Sunday.
6.1. The Class flag will be Numeral Pennant 6
7.1. The race area will be located off Carrickfergus Sailing Club
8.1. The diagram in Attachment A shows the course, the order in which marks are to be passed, and the side on which each mark is to be left.
8.2. The course to be sailed will be indicated by a flag flying on the committee boat no later than then warning signal.
9.1. Marks 1, 2, 3 and 4 will be red buoys
9.2. The starting and finishing mark will be a green buoy.
10.1. Races will be started by using RRS 26.
10.2. The starting line will be between the main mast of the committee boat and the starting mark.
10.3. An inner limit Buoy may be moored approximately on the Starting Line and, if so, no boat shall pass between the inner Limit Buoy and the Committee Boat after her Warning Signal.
10.4. A boat starting later than 10 minutes after her starting signal will be scored Did Not Start. This changes RRS A4 and A5.
11.1. To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position.
12.1. The finishing line will be between the main mast of the committee boat and the finishing mark
13.1. Appendix P will apply.
13.2. Members of the jury may be afloat in a boat displaying code flag F. The jury may protest boats observed infringing the RRS of part 2 or RRS 31, by blowing a whistle and hailing the sail number of the protested boat. The penalties for all such infringements shall be a Two-Turns Penalty. Failure of a protested boat to take a penalty on the water, may lead to a jury protest ashore under rule 60.3.
14.1. The time limit for the first boat in each race will be 120 minutes.
14.2. Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did Not Finish. This changes RRS 35, A4 and A5.
15.1. In addition to the obligations in RRS 61.1 (a) protesting boats shall, immediately after finishing, inform the Race Officer of the sail number(s)of boat(s) protested against.
15.2. Protest forms are available at the race office. Protests and requests for redress or reopening shall be delivered there within the protest time limit.
15.3. The protest time limit is 90 minutes after the last boat has finished the last race of the day.
15.4. Notices will be posted as soon as practicable to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located in the race office, beginning at the time posted.
15.5. Notices of protests by the race committee or protest committee will be posted to inform boats under RRS 61.1(b).
15.6. A list of boats that, under instruction 13.1., have acknowledged breaking RRS 42 or have been disqualified by the jury will be posted before the protest time limit.
15.7. On the last day of racing a request for reopening a hearing shall be
delivered
(a) within the protest time limit if the party requesting reopening was informed
of the decision on the previous day;
(b) no later than 30 minutes after the party requesting reopening was informed
of the decision on that day.
This changes RRS 66.
15.8. The Exoneration Penalty and the Advisory Hearing and RYA Arbitration procedures of the RYA Rules Disputes Procedures will be available. See the official notice board for details.
16.1. Two races are required to be completed to constitute a series.
16.2. When fewer than four races have been completed, a boat’s series score will be the total of her race scores.
17.1. Personal buoyancy for for each crew member shall be worn.
17.2. A boat that retires from a race shall notify the race committee as soon as possible.
17.3. Before going afloat each day a representative of each boat on behalf of that boat, shall sign a “Sign Out” Declaration at the Race Office. When returning to shore a representative of each boat shall on behalf of that boat, sign a “Sign In” Declaration at the Race Office before the expiration of Protest time. Failure to sign in by the one and half hour limit after the last boat finishes will result in that boat being scored “DNF” for all races sailed on that day when either Declaration was not signed.
18.1. The Race Committee is authorised to permit, if the Class Association approve, a competitor to substitute another boat if his/her own boat has been damaged in transit or during racing. Crew substitution shall be at the sole discretion of the Race Committee.
19.1. The Race committee or an Official appointed by the Race Committee may inspect any competing boat at any time and any boat found not to be in compliance with the rules of the Flying Fifteen class Association shall be barred from further competition until the offending matter has been rectified. If any races have already taken place the boat may, at the discretion of the Race Committee and the Flying Fifteen Class Association, be disqualified from any or all such races.
20.1. Prizes will be given as follows: first, second and third overall in Gold, Silver, Bronze and Classic fleets.
20.2. No one boat shall receive more than one prize.
21.1. A boat is entirely responsible for her own safety, whether afloat or ashore, and nothing, whether in the Notice of Race or Sailing Instructions or anywhere else, reduces this responsibility.
21.2. It is for the boat to decide whether she is fit to sail in the conditions in which she will find herself. By launching or going to sea, the boat confirms that she is fit for those conditions and her crew is competent to sail and compete in them.
21.3. The boat is required to hold adequate insurance and in particular to hold insurance against third party claims in the sum of at least £2m sterling.
21.4. Nothing done by the organisers can reduce the responsibility of the boat nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the boat taking part in racing. The organisers encompass everyone helping to run the race and the event, and include the organising authority, the race committee, the race officer, patrol boats and beach masters.
21.5. The provision of patrol boats does not relieve the boat of her responsibilities.
