Section 1. Name And Object Of The Club.

1.1 The Club shall be named “The Carrickfergus Amateur Rowing Club Incorporating Carrickfergus Sailing Club”.

1.2 The object of the Club shall be the promotion and cultivation of purely amateur sport, and also to provide social and other facilities for Members as may be from time to time determined.


Section 2. Officers.

2.1 The Officers of the Club shall consist of a Commodore, Vice-Commodore, Captain, Vice-Captain, Honorary Secretary, Assistant Honorary Secretary, Honorary Treasurer, Assistant Honorary Treasurer, Honorary Sailing Secretary, Assistant Honorary Sailing Secretary, Membership Secretary, Cruising Secretary and Social Secretary.

2.2 Candidates for election to office shall be such Voting Members of the Club who, with their consent, have been proposed and seconded by Voting Members of the Club. No candidate may be elected in his or her absence unless that candidate’s written consent has been received by the Honorary Secretary.

2.3 The Officers of the Club shall be elected by ballot at the Annual General Meeting in each year, and shall hold office for one year, retiring at the Annual General Meeting in each year. All Officers of the Club shall be eligible for re-election.

2.4 The Honorary Secretary shall :-

(a) Keep a register of Club Members’ names and addresses and shall ensure that at all times there shall be kept on the premises of the Club an alphabetical list of the names and addresses of every official and member of the Club. The register of Club Members shall be maintained and updated by the Membership Secretary.

(b) Conduct the correspondence of the Club.

(c) Keep custody of all Club documents.

(d) Keep full Minutes of all meetings of the Club and the Committee which shall be confirmed and signed by the Chairperson upon the agreement of the Club or the committee at the next following meeting of the Club or the Committee.

(e) Maintain contact with the Club’s legal adviser to ensure that the Club’s affairs are managed in accordance with current law.

2.5 The Honorary Treasurer Shall :-

(a) Cause such books of account to be kept as are necessary to give a true and fair view of the state of the finances of the Club.

(b) Cause all returns as may be required by law in relation to such accounts to be rendered at the due time.

(c) Prepare an annual Balance Sheet as at 31st October which is the date upon which the financial year of the Club ends in each year and cause such balance sheet (and accounts as necessary) to be audited at least once annually.

(d) See to the maintenance of such Insurance Policies as may be needed fully to protect the interests of the Club and its Members.


Section 3. Membership

3.1 There shall be the following categories of membership with power to vote at all meetings of the Club as indicated hereunder.

An Ordinary Member - being a person who, at the date of election is over the age of eighteen, shall have one vote and shall be eligible for election as an Officer or Member of Committee.

A Family Member - which expression shall include one or two parents (as may be) and all children of eighteen years of age or under. The family unit shall have one vote, exercisable by either parent. Either parent (but not both) may be a candidate for election as an Officer or Member of Committee.

A Life Member - being a person elected in accordance with Rule 3.13, shall have one vote and shall be eligible for election as an Officer or Member of Committee.

An Honorary Member - being a person elected in accordance with Rule 3.12 shall be eligible for election as an Officer or Member of Committee and shall have one vote.

A Senior Member - a Member of one year’s standing, who has attained the age of sixty years on the first day of January, shall have one vote and shall be eligible for election as a Member or Officer of Committee.

A Junior Member - who, on the 1st day of January is under the age of nineteen , and at the date of election is over the age of eight, shall have no vote.

An Affiliate Member - being a Voting Member of another Yacht Club affiliated to a recognised Sailing Governing Body. An Affiliate Member shall be a member of the Sailing Section and shall have no vote.

A Social Member - who, at the date of election is over the age of eighteen, shall have no vote.

An Intermediate Member - who, on the 1st day of January is over 18 years and under 24 years of age, shall have no vote.

An Associate Member - elected in accordance with rule 3.4 shall have no vote.

A Temporary Member - being a person visiting the Club for the purpose of taking part in any regatta , competition, training or a visiting former member of the Club now resident outside Northern Ireland, shall have no vote.

The number of persons who shall be admitted to membership not carrying rights of voting in relation to the affairs of the club, shall not exceed three times the number of Members having such rights.

3.2 The rights and privileges of each category of membership shall be as follows :-

An Ordinary Member shall have the full use of all the Club facilities.

A Family Member, his or her spouse or partner, and all children under the age of eighteen, shall have the full use of all the Club facilities subject to Rule 7.3.

A Life Member shall have the full use of all the Club facilities

A Honorary Member shall have the full use of all the Club facilities.

A Senior Member shall have the full use of all the Club facilities.

A Junior Member shall have full use of all the Club facilities subject only to Rule 7.3..

An Affiliate Member shall have the full use of all the Club facilities except storage of boats or equipment.

A Social Member shall have the use of the Clubhouse facilities only.

An Intermediate Member shall have the full use of all the Club facilities.

An Associate Member shall have the use of the Club facilities, as appropriate, in connection with their society.

A Temporary Member shall have the full use of all the Club facilities for the duration of an event or a visit to Northern Ireland (as may be).

Candidates for membership shall have no privileges whatsoever in relation to the use of the Club or premises.

3.3 The rate of annual subscription for each category of membership shall be as determined from time to time, as circumstances dictate, and notice of any alteration proposed by the Committee shall not take effect until passed by the Members at a Special or Annual General Meeting of the Club unless the change be no greater than the change in the official Retail Price Index (or official equivalent)or 10%.

Family and Ordinary members of at least 1 year’s standing who have attained the age of sixty years on the first day of January, shall become Senior members.

Any persons applying for membership, other than Social or Life after 1st August shall pay 50% of the annual rate for which he or she is applying.

The fees payable in respect of each category of membership shall be defined in each year and exhibited in a conspicuous part of the Club.

3.4 Members of societies affiliated to the Club and not already Members of the Club may be admitted as Associate Members.

3.5 An Ordinary or Family Member of at least 3 years’ standing shall, if unemployed, be allowed a reduction of 50% of subscription if paid before 18th March.

3.6 The annual subscription, shall be payable on the first day of January, either by single payment or by 3 equal instalments, payable by Direct Debit during the months of January, February and March. A Member, having elected to pay their subscription by Direct Debit, shall be deemed to be a fully paid up Member upon the Membership Secretary having received a duly signed and completed Direct Debit form. If any Member be in default after the 18th March an advice to this effect shall be sent by the Membership Secretary to such Member. In the absence of a satisfactory reply within twenty eight days, the name of that member shall be removed from the Club Roll and may not be nominated for re-election for a period of not less than two years and until the arrears of subscription have been paid. Payments received after the 18th March shall be liable to a surcharge as determined by the Committee.

3.7 Members whose annual payments are in arrears are not eligible for election and shall not attend or vote at any meeting of the Club.

3.8 Every candidate for Membership (except Honorary and Life Membership) shall be proposed and seconded by Voting Members of the Club, both of whom should be personally acquainted with the candidate.

3.9 An application for membership shall be in the form as from time to time prescribed by the Committee and shall include the name and address of the candidate and the signatures of the proposer and seconder. The application must be accompanied by one year’s subscription, which will be returned in the event of non-election.

3.10 All classes of Member shall be elected by ballot at a Committee meeting. No candidate shall be balloted for until his or her name and address has been displayed in a prominent place in the Club premises for at least seven days and not until at least fourteen days have elapsed since his or her application was submitted to a Committee meeting. If, on balloting, two thirds of the votes are in favour, the candidate shall be admitted or otherwise rejected.

3.11 No non-voting Member shall be transferred to Ordinary or Family Membership except by application and ballot in accordance with rules 3.9, 3.10, and 3.11.

Transfer between Ordinary and Family membership shall be notified to the Membership Secretary.

3.12 The Committee may elect as Honorary Members prominent Yachtsmen/women or Oarsmen/women, or persons who have rendered special service to the Club or for the advancement of the sport, or who are distinguished in public life. A Voting Member of fifty years unbroken membership and over sixty five years of age shall qualify for Honorary Membership. Persons so elected shall not be admitted to any of the priveleges of membership until the expiration of a period of at least two days from their election.

3.13 Any candidate elected in accordance with Rules 3.9, 3.10 and 3.11, shall be eligible for admission as a Life Member on payment of a sum as determined from time to time, as circumstances dictate, and notice of any alteration proposed by the Officers and Committee shall not take effect until passed by the Members at a Special or Annual General Meeting.

3.14 A Member desirous of retiring from membership shall give notice in writing to the Membership Secretary before the last day of December and shall not be liable to pay the subscription for the following year.

3.15 Each Member shall have access to the Club Rules and Byelaws via the Club Internet Website and a copy of same with a complete list of Members shall at all times be displayed in a prominent place in the Clubhouse.

3.16 The Committee shall have the power to suspend or terminate the membership of any Member who fails to conform to the Rules and Bye-Laws of the Club. Should circumstances arise which, for the well being of the Club, might require the termination of membership of any Member, a power to that effect shall rest with the Committee, voting to be by ballot. If, on balloting, two-thirds of the votes are in favour, the membership shall be terminated. In the case of termination of membership, the subscription for the current year shall be forfeited. For the purpose of this rule only twelve shall form a quorum.

3.17 Visitors may be introduced to the Club premises by Ordinary, Family, Senior, Affiliate, Associate, Intermediate, Social, Honorary or Life Member, who shall enter the visitor’s name and his own name and the date of the visit in the Visitors’ Book immediately upon entry. The same visitor, except where that person is a parent, husband, wife, partner or child of an Ordinary, Family, Honorary, Affiliate, Intermediate, Associate, Senior, Social or Life Member, may not be introduced more that twenty times in any twelve month period.

No person who has been an unsuccessful candidate for membership, or whose membership is suspended or terminated, or anyone who has failed to secure re-election or whose conduct, in the opinion of the Committee, is or has been objectionable, may be admitted to the Club premises as a visitor.

3.18 In the case of a team or any other body of persons who are, as Members of another Club (whether registered or not), Society or organisation, visiting the Club for the purpose of taking part in, or in the organisation of, or arrangements for any pastime, sport, game or recreation at the Club (with the approval of the Committee), it shall suffice, for the purpose of Rule 3.17, for the Honorary Secretary of other Officer of the Club to enter in the Visitors’ Book, the name of the Club, Society or organisation, and the number of such visitors without specifying their names and addresses and the admission of such visitors shall be disregarded for the purposes of calculating the number of days any person had been admitted as a visitor in any period of twelve months.

3.19 Any visitor admitted to the Club in accordance with Rules 3.17 or 3.18, shall conform to all regulations governing Members whilst on the premises. No visitor shall be admitted to, or remain in the clubhouse in the absence of, or after the departure of, the introducing Member (except that visitors admitted in accordance with Rule 3.18 may remain on the premises provided that any Officer of the Club is present).

A Member who has introduced a visitor or guest to the Club shall be responsible for and ensure that his or her guest or visitor strictly observes the rules of the Club.

3.20 A Member shall not knowingly remove, injure, destroy or damage any property of the Club,

and shall make restitution for the same if called upon to do so by the Committee or by the Honorary Secretary upon the instructions of the Committee.

3.21 Members and visitors are bound by the following rule which shall also be exhibited in a prominent place within the Club premises. Members of the Club and visitors may use the club premises, and any other facilities of the Club, entirely at their own risk and impliedly accept :-

(a) The Club will not accept any liability for any damage to, or loss of, property belonging to Members or visitors to the Club.

(b) The Club will not accept any liability for personal injury arising out of the use of the Club premises, any other facilities of the club, either sustained by Members or visitors, or caused by the said Members, or visitors, whether such damage or injury could have been attributed to, or was occasioned by, the neglect, default or negligence of any of them, the Officers, Committee or servants of the Club.

3.22 Every Member shall furnish the Honorary Secretary with an up-to-date address, which shall be recorded in the “Register of Members”, and any notice sent to that address shall be deemed to have been duly delivered. Members may elect to have any such notices sent to an E-Mail address. In such cases the onus shall be on the Member to furnish an up-to-date E-Mail address that shall be recorded in the “Register of Members”. Notices E-mailed to an address as furnished by the Member shall deemed to have been delivered.

3.23 Members making use of such storage facilities as may be provided on the Club property are bound by any regulations currently in force regarding the use of such facilities.

3.24 In addition to the powers given to the Committee under Rules 3.6 and 3.23 hereof, if, at any time, any fees payable to the Club by any Member, or former Member, shall be three months or more in arrears, and a vessel or equipment, the property of a Member or former Member, remains on the Club premises, the Committee may :-

(a) Move the vessel or equipment to any other part of the Club premises without being liable for any loss or damage to the vessel or equipment, howsoever caused.

(b) Give one month’s notice in writing to the the Member, or former Member, at his last known address as shown in the Club Register, and thereafter sell the vessel or equipment and deduct any monies due to the Club including any administration charges (whether by way of arrears of subscription or annual payments, mooring, boat park fees or otherwise) from the proceeds of the sale before accounting for the balance (if any) to the Member, or former Member.

(c) Alternatively, if the vessel or equipment is un-saleable, after giving notice in writing as aforesaid, dispose of the vessel or equipment in any manner the Committee may think fit and re deem the cost of so doing, and any arrears as aforesaid to be a debt owing to the Club by the Member, or former Member, provided always that proper evidence is available to show that all reasonable steps have been taken to trace a Member, or former Member, and that when and if the vessel or equipment is sold the proceeds of the sale (less any indebtedness by the Member, or former Member, to the Club) shall be placed upon bank deposit account and retained against the eventuality of a claim by the owner (whether he or she be the said Member, or former Member, or otherwise) for a period of six years.

3.25 The Club shall issue to each of its Members a membership card and an Access Swipe Card which shall be carried by such Member whilst such Member is on the premises of the Club or whilst such Member is using any of the facilities of the Club. Each Member shall upon request from an Officer of the Club produce to such Officer his or her membership card.


Section 4 Management Committee.

4.1 The Management Committee shall consist of the Officers, ex-officio immediate Past Commodore and not more that five Committee Members.

4.2 Candidates for election to the Committee shall be such Voting Members of the Club, with their consent, have been proposed and seconded by Voting Members of the Club. No candidate may be elected in his or her absence unless that candidate’s written consent has been received by the Honorary Secretary.

4.3 The Officers and Members of the Committee shall be elected by ballot at the Annual General Meeting in each year and shall hold office for one year. All Officers and Members of the Committee shall be eligible for re-election.

4.4 If for any reason, a casual vacancy shall occur, the Committee may co-opt a Voting Member to fill such vacancy until the following Annual General Meeting.

4.5 A retiring Commodore shall serve as an ex-officio Member of the Committee whilst his successor remains in office.

4.6 Meetings of the Committee shall be held as often as business demands, but at least twelve meetings must be held each year.

4.7 At all Committee meetings the Commodore, or the senior Officer present shall preside, or in their absence, a Member who shall be elected by those present.

4.8 No subject, except that which relates to the business of the Club, shall be proposed or brought forward for discussion at any Committee meeting.

4.9 Voting (except in the case of election, or the expulsion of, Members) shall be by a show of hands. In the case of an equality of votes the Chairperson shall have a second, casting vote.

4.10 Five Members personally present (except in the case of expulsion of Members) shall form a quorum at a meeting of the Committee.

4.11 The Committee shall manage the affairs of the Club according to the Rules, Bye-Laws and Current Legislation and they shall cause the funds of the Club to be applied solely to the objects of the Club, or for a benevolent or charitable purpose nominated by the Committee.

4.12 The Committee shall have power from time to time to make such Bye-Laws and regulations (consistent with the General Rules) as they may think necessary for the well being of the Club. Notice of motion to be given at the previous Committee meeting.

4.13 The Committee may appoint such Sub-Committees as it may deem necessary and may delegate such of its powers as it may think fit upon such terms and conditions as shall be deemed expedient and/or required by law. Such Sub-Committees shall consist of Officers or Members of the Committee, or of the Club, as the Committee may think fit. The Commodore and Honorary Secretary shall be ex-officio Members of all such Sub-Committees.

4.14 The Committee, or any person or Sub-Committee delegated by the Committee to act as agent for the Club or its Members, shall enter into contracts only so far as expressly authorised by the Committee. No one shall, without the express authority of the Members in general meeting, be entitled to enter into contractual or other obligations which shall be binding on the Members.

4.15 In pursuance of the authority vested in the Committee by Members of the Club, the Committee is entitled to be indemnified by the Members of the Club against any liabilities properly incurred by them, or any one of them, on behalf of the Club, wherever the contract is of a duly authorised nature and entered into on behalf of the Club.

The limit of an individual Member’s indemnity in this respect (except for Junior, Social, Affiliate, Intermediate, Associate and Temporary Members, who shall be freed from all liabilities) shall be a sum equal to one year’s subscription at the then current rate for the Ordinary membership category, unless the Committee has been authorised to exceed such limit by a General Meeting of the Club.

4.16 No new rule or alteration in the existing rules shall be made except at a Special Meeting to be called for the purpose by the Committee. The notice calling such a meeting shall specify the resolution or resolutions to be proposed, and a copy shall be posted or delivered to each Voting Member at least fourteen days before the date of the meeting. The discussions at such meetings shall be confined to the subjects in the said notice.


Section 5. Trustees.

5.1 The property of the Club shall be vested in the Northern Bank Executor and Trustee Company Limited as custodian trustee, and the Committee, in the management and control of the business and affairs of the Club, shall have regard to and be bound by directions given by the custodian trustee. The terms and conditions imposed by the Northern Bank Executor and Trustee Company Limited for the management of the property of the Club, as custodian trustee, shall apply to the Club, and no provisions in these rules and any amendment thereto shall operate to distract from or qualify the said terms and conditions.

The Northern Bank Executor and Trustee Company Limited is appointed trustee hereof upon its published Standard Conditions as now in force (as if same were here set out) with remuneration as provided by those Conditions and the Company’s standard scale of fees as now in force and with power to change remuneration in accordance with any later standard scale of fees of the Company for the time being in force.

5.2 The Members shall effectually indemnify the Northern Bank Executor and Trustee Company Limited against all claims and demands in respect of the breach, non-performance or non observance of the lessees, covenants and conditions which may be contained in any deed entered into by the Company as custodian trustee.


Section 6. Meeting Of The Club.

6.1 An Annual General Meeting of the Club shall be held each year in November or December on a date set by the Management Committee. The Honorary Secretary shall, at least fourteen days before the date of such meeting or any General Meeting herein after mentioned, post or deliver to each Voting Member notice thereof, and of the business to be brought forward there at.

6.2 The Committee may at any time call a Special General Meeting of the Club for any business, the nature of which shall be stated in the summons convening the meeting.

6.3 The Committee shall similarly call a special General Meeting upon a written request addressed to the Honorary Secretary by a least ten Voting Members of the Club.

(a) This Special General Meeting to take place within 4 weeks of receiving request.

(b) This SGM shall not be chaired by any Officer or Member of Committee or by any of the signatories of the request. The Chairperson shall be elected from the Voting Members at the SGM and the business shall be conducted to acceptance or rejection.

6.4 The discussions at any General Meeting shall be confined to the business stated in the notice sent to Members.

6.5 At every meeting of the Club the Commodore, or the senior Officer present, shall preside, or in their absence, a Member who shall be elected by those present, except under Rule 6.3

6.6 Fifteen Voting Members personally present shall form a quorum at any General meeting of the Club.

6.7 Only Ordinary, Senior, Honorary, Family, Life Members and the Officers of the Club shall vote at any meeting of the Club. Other paid up Members may attend, but are not entitled to vote.

6.8 Voting (except upon the election of Officers or Members of Committee) shall be by show of hands, or otherwise, at the discretion of the Chairperson.


Section 7. Purchase And Supply Of Excisable Goods.

7.1 The Management and day to day control of the bar premises shall be in the hands of the Bar Sub-Committee, to be appointed in accordance with Rule 4.13. At any meeting of this Sub-committee, two shall form a quorum.

7.2 No Officer or Member of the Committee, and no manager or employee of the Club, shall have any personal interest in the intoxicating liquor therein, or in the profits arising from such supply.

7.3 Intoxicating liquor may only be supplied for consumption on the Club premises to persons over the age of eighteen who are entitled to the use of the Club premises in pursuance of the rules, Bye-laws and regulations. No person under the age of eighteen may obtain or attempt to obtain intoxicating liquor nor shall same be supplied to any such person within the Club premises, nor may any person under the age of sixteen purchase or attempt to purchase tobacco or cigarettes within the club premises. No person may obtain or attempt to obtain intoxicating liquor nor shall same be supplied to any person within the Club premises for consumption off the premises. No visitor shall be supplied with intoxicating liquor in the Club premises except upon the invitation and in the company of a member.

After 9.30p.m. no person under the age of eighteen years may remain in any room in the Club premises which contains a bar or is used mainly for the supply or consumption of intoxicating liquor.

7.4 Intoxicating liquor may be supplied on the premises (in accordance with rule 7.3) only during the hours specified by the Committee from time to time and within Current Legislation.

A statement printed in plain type of these hours shall be exhibited in a conspicuous part of the Club premises.

7.5 The Committee may, at its sole discretion, on occasions extend the permitted hours, providing that each such extension of the permitted hours is in compliance with Current Legislation.

7.6 The Bar Sub-Committee shall furnish to the Honorary Treasurer such accounts and records as he or she may from time to time require.

7.7 No person shall be paid at the expense of the Club any commission, percentage or similar payment on or with reference to purchases of intoxicating liquor by the Club.

7.8 No person shall directly or indirectly derive any pecuniary benefit from the supply of intoxicating liquor by or on behalf of the Club Members or guests apart from any benefit accruing to the Club as a whole.


Section 8. Dissolution Of The Club.

8.1 The Club shall not be dissolved unless by two-thirds of the Voting Members, to be testified by their signatures to a requisition for that purpose, and by their presence at a Special General Meeting called to consider the question of dissolution. The requisition, with all its signatures, shall be previously posted in the Clubhouse for seven days.

8.2 In case of dissolution, the property of the Club shall be sold, and the proceeds, after discharging all liabilities, shall be allocated to the Voting Members at the time of dissolution.


Section 9. Child Protection.

9.1 The Club has adopted and is committed to observing the Child Protection Policy set out in appendix A to these Constitution and Rules and recognises its responsibilities under the Child Protection (Northern Ireland)Order 1995 and at all times Members in contact and working with young people on Courses and in Events organised by the Committee shall observe the code of Conduct set out in Appendix B to these Rules.

9.2 Appendix A. - The Club Policy.

The Club is committed to a practice that protects children from harm. Members, instructors, coaches and volunteers/helpers in the club accept and recognise their responsibilities under the Children (Northern Ireland) Order 1995 about safeguarding children and will endeavour to carry these out by :-

(i) Having an awareness of the issues, which cause children harm.

(ii) Adopting child protection guide lines for Members, instructors, coaches and volunteers/helpers.

(iii) Providing information about child protection and good practice to Members, children, parents, instructors, coaches and volunteers/helpers.

(iv) Sharing information about concerns with children, parents and others who need to know.

(v) Following carefully the procedures for the recruitment and selection of instructors, coaches, volunteers/helpers and the management of the governing Body.

(vi) Being involved in training.

(vii) Keeping child protection policies under regular review.

(viii) Providing information as required to the Officers of the Club.

9.3 Appendix B. - Child Protection Code Of Conduct.

Code Of Conduct For Members, Instructors, Coaches And Volunteers/Helpers.

These guide lines have been produced to help protect anyone working with young people in the Club and should be followed at all times. If you have any queries regarding these you should contact any Officer of the Club or the person responsible for Child Protection.

1. Always be publicly open when working with the younger person. Avoid situations where you and an individual younger person are completely unobserved.

2. If physical contact is necessary, it should be done openly. Care is needed, as it is difficult to maintain hand positions when providing manual support if the younger person is constantly moving. Some parents are becoming increasingly sensitive about touching younger persons and their views should always be carefully considered.

3. Where possible allow parents of younger persons to take responsibility for them in changing rooms. If groups are to be supervised in changing rooms, always ensure that adults work in pairs and that gender is appropriate. If travelling to another venue is necessary, make sure that verbal (preferably written) permission is given by the parents. Parents should be asked to ensure that younger persons are collected on time.

4. Where mixed groups of younger persons travel to another venue to represent the Club they should always be accompanied by at least one male and one female adult.

5. All should respect the rights and dignity and worth of all and treat everyone with equality.

6. All should place the well being and safety of the younger person above the development of performance. They should follow all guide lines laid down by the Club (including the instructor/pupil ratio) and be adequately insured. Always make sure that you are working at a level commensurate with your instructor qualifications. If you are proved negligent the Club insurance may be invalidated.

7. Members working with younger persons should hold appropriate qualifications in instructing, coaching, leadership, officiating etc.

8. Adults should ensure that the activities which they direct or advocate are appropriate to the age, maturity, and ability of the participant e.g. they should not break rules on suitable participation for age groups. Training activities should include clear progressions and instructors should keep a clear record of all activity undertaken, clearly planning for future activity. It is advisable to keep a record of activity in a book kept for that purpose.

Make sure that all participants know to inform the instructor of any injury or illness before, during or after the activity.

9. Adults should always promote the positive aspects of sailing and never condone rules violations, bad sportsmanship or use of prohibited substances.

10. Adults should consistently display high standards of personal behaviour and appearance as well as appropriate dress, language, and respect for equipment and facilities. It is not acceptable for adults responsible for younger persons to consume alcohol. Adults should never encourage younger persons to drink alcohol.

11. Adults should never overtly criticise participants or official’s judgements or use language or actions, which may cause the younger person to lose self-esteem or confidence.

All Members must also be aware that as a general rule it does not make sense to :

* Spend amounts of time alone with younger persons away from others.

* Take younger persons alone on car journeys, however short.

* Take younger persons to your home.

If it should arise that such situations are unavoidable they should only take place with the full knowledge of someone in charge in the Club and/or a person with parental responsibility for the younger person.

Instructors and volunteers/helpers should be aware that normal car insurance does not cover them for transporting younger persons to and from other venues.

All instructors and volunteers/helpers should try to be on time, and inform an appropriate person if ill or unable to attend an activity.

Members should NEVER!

* Engage in rough physical or sexually provocative games including horseplay.

* Share a room with a younger person.

* Permit or engage in any form of inappropriate touching.

* Permit younger persons to use inappropriate language unchallenged.

* Make sexually suggestive comments to younger persons, even in fun.

* Allow allegations made by a younger person to go unchallenged, unrecorded or not acted upon.

* Do things of a personal nature that younger people can do for themselves.

* Agree to meet a younger person on your own.

If you accidentally hurt a younger person, or cause distress in any manner, or the younger person appears to respond in a sexual manner to your actions, or misunderstands, or misinterprets something you have done, report the incident to a colleague supported by a brief written report of the incident as soon as possible. Parents/carers should be informed of the incident.

Emergency Action/First Aid.

All Members, instructions and volunteers/helpers should be prepared with an action plan in the event of an emergency.

This will include :

* ACCESS TO FIRST AID EQUIPMENT.

* TELEPHONE CONTACT IF THE PARTICIPANT IS A MINOR.

* TELEPHONE CONTACT TO THE EMERGENCY SERVICES.

All accidents, injuries and any untoward event must be recorded in the activity book along with a witness statement if thought necessary.

An attendance book must be kept for each recognised Club activity with the presence of each participant noted appropriately. An incident book must be used to record accidents, injuries and any untoward event.

Training activities outside the usual recognised Club activities will not be covered by Club insurance if the details have not been notified in writing to the Officers of the Club in advance. It is the responsibility of the parents to check that the Training activity is covered by the necessary insurance.
