1. Rules
1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
1.2. The prescriptions of the RYA will apply.
1.3. Racing rules 26, 35, 40, 61.3, 62.2, 62.1(a), A2, A4, A5 will be changed. The changes will appear in full in the Sailing Instructions. The Sailing Instructions may also change other racing rules.
2. Eligibility and Entry
2.1. The regatta is open to all boats of the PY Dinghy, NHC Unrestricted, NHC Restricted and Ruffian 23 classes, that are crewed by members of Carrickfergus Sailing Club.
2.2. Eligible boats may enter by completing the entry form at www.carrickfergussc.org/racing/regatta/ before they go on the water.
3. Schedule
3.1. Dates of Racing: Saturday 29th August 2020.
3.2. Number of Races: 1
3.3. The scheduled time of the warning signal for each class is:
Junior Fun Race – 10:25
NHC Restricted, NHC Unrestricted, Ruffian 23 – 12:55
PY Dinghy – 13:00
4. Venue
4.1. Racing will take place off Carrickfergus Sailing Club.
5. Notice to Competitors
5.1. Notices to competitors will be posted at www.carrickfergussc.org/racing/regatta/
6. Changes to Sailing Instructions
6.1. Any change to the sailing instructions will be posted before 1000 on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect.
7. Signals made ashore
7.1. Signals made ashore will be displayed at the Club Battery.
8. Class Flags
8.1. Class flags will be:

8.2. Keelboats shall conspicuously display the flag appropriate to its class, as described above, from or near the backstay (or starboard shroud if no backstay) at the start and finish of each race
9. The Courses
9.1. The course for Junior Dinghy and PY Dinghy classes will be notified to competitors before going afloat, and the remainder of this section will not apply.
9.2. The diagrams in Attachment A show the approximate position of all the marks. The table in Attachment B shows the courses, including the course signals, the order in which marks are to be passed and the side on which each mark is to be left.
9.3. No later than the warning signal, the race committee will display the course board above the class designation mounted on the Club Battery indicating the course to be sailed.
9.4. Course direction will be indicated by a red or green board located under the class flags. A red board indicates starting East to West and leaving all marks to port. A green board indicates starting West to East and leaving all marks to starboard.
9.5. On completion of a round of a course, boats shall continue on a further round if the course letter is still displayed above their class designation. If the course letter has changed, boats shall complete a round of the new course displayed above their class designation.
9.6. When the letter ‘F’ is displayed above a class designation, that class shall finish.
10. Marks
10.1. Marks for Junior Dinghy and PY Dinghy classes will be notified to competitors before going afloat.

11. The Start
11.1. Races will be started by using RRS 26 with the warning signal made 5 minutes before the starting signal.
11.2. In amendment of RRS 26 Restricted NHC, Unrestricted NHC and Ruffian 23 classes will all start together using Numeral Pennant 1 as the class flag.
11.3. The start line for the Junior Dinghy class is formed between the RIB and a nearby mark.
11.4. The start line for all other classes is formed between the orange pole at the front of the battery and a green limit mark (G) if the first mark is to be rounded to starboard, or a red limit mark (R) if the first mark is to be rounded to port.
11.5. Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races.
11.6. A boat that does not start within ten minutes after her starting signal will be scored Did Not Start without a hearing. This changes RRS A4 and A5.
11.7. If any part of a boat’s hull, crew or equipment is on the course side of the starting line at her starting signal and she is identified, the race committee will attempt to broadcast her sail number on VHF channel 37. Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. This changes RRS 62.1(a).
12. The Finish
12.1. The finishing line for the Junior Dinghy class is formed between the RIB and a nearby mark.
12.2. The finishing line for all other classes will be formed between the orange pole at the battery and the red limit mark (R) if the previous mark was left to starboard, and the green limit mark (G) if the previous mark was left to port.
13. Time Limit
13.1. The time limit will be 90 minutes from the starting signal for all classes
13.2. Boats failing to finish within 45 minutes after the first boat in their class sails the course and finishes will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A5.
13.3. In the event of a second or subsequent round being designated, should no boat finish that round within the time limit for their class, or should the race be abandoned, the time of boats taken at the end of the last round completed shall be used for the result of the race. Boats not racing at the time limit or the time of abandonment will be recorded as Did Not Finish. This changes rule 35, A4 and A5.
14. Penalty System
14.1. The Post-Race Penalty and the Advisory Hearing and RYA Arbitration of the RYA Rules Disputes procedures shall apply (for information on the procedures, go to www.rya.org.uk/go/rulesdisputes). The outcome of an RYA Arbitration can be referred to a protest committee, but an arbitration cannot be reopened or appealed.
15. Protests and Requests for Redress
15.1. Protest forms are available at the Club Battery. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit.
15.2. For each class, the protest time limit is 90 minutes after the last boat in that class has finished. The same time limit applies to protests by the race committee and protest committee about incidents they observe in the racing area and to requests for redress. This changes RRS 61.3 and 62.2.
15.3. Protest forms shall include the email address and contact telephone number of the protestor
and when possible the protestee.
15.4. Notices will be posted within 48 hours of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses.
16. Scoring
16.1. In the Junior Dinghy and PY Dinghy classes elapsed time will be calculated by applying an appropriate conversion factor based on the RYA Portsmouth Yardstick Number.
16.2. In the NHC Unrestricted and NHC Restricted classes elapsed time will be calculated by applying an appropriate conversion factor based on the current NHC Number.
16.3. The Ruffian 23 class will be considered to be ‘One Design’.
17. Safety Regulations
17.1. Competitors in the dinghy class shall wear a personal flotation device at all times when afloat. This changes RRS 40. Wetsuits and drysuits are not considered to be adequate.
17.2. A boat that retires from a race shall notify the race committee as soon as possible.
18. Replacement of Crew
18.1. Substitution of crew must be notified to the Race Committee by email to sailing@carrickfergussc.org before starting any race that the crew on board differs from those listed on the entry form.
19. Radio Communication
19.1. Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.
20. Risk Statement
20.1. Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone”.
Sailing by its nature is an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:
(a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event.
(b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore.
(c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions.
(d) Their boat is in good order, equipped to sail in the event and they are fit to participate;
(e) The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities.
(f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions as can be practically provided in the circumstances.
(g) It is their responsibility to familiarise themselves with any risks specific to this event drawn to their attention in any rules or information produced for the venue or event and to attend any safety briefing held for the event.
21. Privacy Statement
21.1. The personal information you provide to the organising authority will be used to facilitate your participation in the event. If you have agreed to be bound by the Racing Rules of Sailing and the other rules that govern the event (the rules), the legal basis for processing that personal information is contract. If you are not bound by the rules, the legal basis for processing that personal information is legitimate interest. Your personal information will be stored and used in accordance with the organising authority’s privacy policy. When required by the rules, personal information may be shared with the RYA and/or World Sailing. The results of the event and the outcome of any hearing or appeal may be published.
22. Insurance
22.1. Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £3,000,000 per incident or the equivalent.
23. Rights to use name and likeness
23.1. By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation.
